EHS Engineer

Job Summary
EH&S Facilitation, Administration and Site Management
- Stay current with all new and updated applicable federal, state, and local environmental and safety regulations as well as company policies to assist PC (Performance Center) in remaining in compliance
- Lead incident investigation and root cause correction action processes
- Responsible for creating, updating, and implementing safety plan and procedures as needed
- Administer and maintain Safety compliance programs such as LOTO, Hazard Communication, EAP, Hearing Conservation, PPE, Hot Work, Confined Spaces, Respiratory Protection, BBP, etc.
- Handle all necessary documentation related to injuries including but not limited to near miss, first aid, accident and incident investigations, and reporting
- Develop and complete JSA (Job Safety Analysis) for improvement and focus on safe work practices, including ergonomics.
- Complete regulatory required inspections, audits, and reporting. Monitor the site to ensure it is operating in compliance with Ducommun policies and procedures, OSHA, EPA, and DOT regulations and guidelines.
- Advise safety committee on safety issues and compliance in specific projects and operations
- Provide facility management team with guidance on environmental health and safety and confirm that projects fulfill industry, local, state, and federal guidelines and regulations
- Coordinate Industrial Hygiene (IH) testing for all Performance Centers
- Complete all scheduled Corporate EHS risk assessments as assigned
- Partner with Human Resources in management of W/C claims
- Vendor management, facilitation, oversight and coordination of third party EHS vendors
Complex Environmental Compliance (when applicable based on work location assigned):
- Direct responsibility for completing and submitting all required regulatory reporting for air emissions, toxic chemicals, waste disposal, storm water discharges and hazardous materials reporting.
- Track material usage related to environmental permits and requirements.
- Calculation of air emission and wastewater discharge characteristics.
- Manage and maintain compliance programs and reporting for air (NESHAP, AER), waste (RCRA, HWR), water permits and authorizations (NPDES, SWPPP), SPCC, TRI and Tier II reporting, and lead sustainability initiatives.
- Recommends and coordinates engineering and administrative controls to reduce hazards/risks and limit occupational exposure.
Environmental Management & Sustainability
- Implement, manage and oversee environmental programs ensuring compliance with local, state, and federal regulations.
- Track and analyze environmental usage related to energy, GHG, water and waste
- Maintain and manage permits and requirements for air, water, and waste
- Collect samples for SWPPP, Hazwaste and Industrial wastewater
- Coordinate with such agencies as the South Air Quality Management District, Environmental Protection Agency, Sanitation Districts, Fire Departments, both State and County Health Agencies, Department of Toxic Substance, Cal OSHA, Cal EPA, DOT and other local environmental agencies, as well as administration of programs prescribed by these agencies
- Prepare, review, and submit AER (Annual Emission Reports), TRI (Toxic Release Inventory), SAM (Semi-Annual Monitoring) and review quarterly industrial wastewater surcharge report
- Identify opportunities for continuous improvement and programs that will help the Company in achieving overall goals for environmental and sustainability impact.
- Identify and support Key Performance Indicators that are critical for tracking and managing environmental and sustainability goals.
- Partner with each Performance Center (PC) Operational Site in communicating environmental footprint; aligning to PC environmental / sustainability goals;
- Advise internal stakeholders to adapt and modify key components of the Net Zero program based on the development of external standard landscape
- Work with facility maintenance and operational team to reduce idle energy consumption and eliminate compressed air, water, steam & gas leakages
- Define, evaluate, and prioritize energy, water & waste improvement projects
- Improve the awareness of sustainability related considerations the entire organization
- Risk Assessments and Analysis in support of environmental and sustainability goals including action and resolution plans
- Help review new equipment and proposed process changes and managing updated compliance requirements
Training, Inspections and Auditing
- Responsible for safety training, coordination, and distribution of all weekly safety training topics for all employees
- Provide EHS training and orientation new hires employees
- Train all hazwaste operators
- Audit and review electronic reports and logs
- Conduct accident prevention training and health and safety training
- Inspect equipment for unsafe workplace conditions
- Ensure safety inspections are completed and track corrective actions to completion
- Responsible for surveys, safety committees and proper record keeping of all safety events
- Suggest solutions, improvements and prevention steps for safety issues found during inspections and risk assessments
EH&S Metrics and Performance Management
- Successfully deliver continuous improvement for the Performance Center for the following metrics including both Lagging Indicators and Leading Indicators.
- Track Usage and Environmental Components for the following: GHG Emissions; Energy Usage; Scope 1 and 2 Emissions; Spills; Hazardous and Non-Hazardous Waste; Water Consumption
- Work closely with performance centers to capture equipment and process improvements that allow recognition and achievement of reductions in environmental and sustainability factors
Continuous Improvement and Partnership
- Drive continuous improvement of EHS with innovation, collaboration, and passion.
- Lead execution of a strong CAPA (Corrective Action / Preventive Action) and Root Cause Analysis program that drives site improvement in Safety and Environmental Health.
- Maintain professional knowledge and awareness of legislative updates by being an eager continuous learner and shares this knowledge and information with team members.
- Provides technical guidance, expertise, and recommendations to EHS and other business partners in a proactive, positive, and supportive manner.
- Managing EHS Training by developing, administering and/or facilitating necessary training modules to ensure that training personnel and employees understand and can execute established procedures while meeting all EPA, OSHA and DOT requirements.
- Collaborate with Human Resources, Labor Relations, Employee Relations, Risk Management, Legal, on related protocols and incident management in regards to environmental compliance and safety.
Project and Performance Management
- Manage and track KPIs with leading indicators of performance; partner with the site to establish goals and improvement targets and drive initiatives to achieve those goals.
- Report performance for key metrics to Performance Center Directors, Regional EHS Manager, EHS Director, etc.
- Manage OSHA recordkeeping database and provide quantitative and qualitative monthly reports and other necessary governmental reports.
- Coordinate with stakeholders, functional or operation leaders as necessary over the course of the project.
- Track project status and identify potential issues and risks that may impact completion dates or that may require corrective action.
- Track incident trends and propose strategic facility-level initiatives.
Policy & Process Management
- Develop and maintain policies and documentation at the site level related to corporate EHS program.
- Standardize processes and procedures to ensure consistency and best practice is achieved.
- Ensures plans, programs, and processes are administered consistent with company policies and applicable federal and state laws showing initiative to stay up to date with all internal, state and federal regulatory changes; ensures all partners are trained appropriately and manages these priorities in a way that supports auditing requirements. 5%
- Responsible for the proper handling and management of hazardous waste generated in their work area.
- Performs other duties as assigned including leading projects and participation in project committees
Required Skills and Qualifications
- Extensive knowledge of environmental regulations and policies.
- Extensive knowledge of occupational safety regulations and policies.
- Knowledgeable about Title V Permit Requirements.
- Knowledgeable about industrial wastewater permit requirements.
- Understaning of electrical and mechanical systems and an overall experience with structural and general facilities maintenance.
- Knowledge of EHS software systems, preferably Gensuite.
- Proficient in Microsoft Office Suite, with intermediate to advanced Excel skills.
- Excellent written and verbal communication skills; ability to communicate technical requirements and data to others that do not have the same expertise or experience.
- Open and timely communication at all levels to ensure appropriate notification of critical issues and information.
- Excellent listening skills and ability to understand and interpret business needs to define communication requirements for a variety of audiences.

Required Experience and Education
- BS degree required in Occupational Health & Safety; Chemical, Mechanical, Environmental, or Safety Engineering or Science related field or equivalent experience.
- 5+ years of experience in Environmental, Health & Safety management including Industrial Hygiene.
- 5+ years of experience in a manufacturing work environment; preferably aerospace.
- ISO-14001 experience preferred.
Licenses, Certifications, etc.
- CIH, CHMM, or CPEA preferred.
- Lean Six Sigma certification preferred.
Work Environment and Safety Equipment Required
- Office environment and manufacturing environment.
- Ability to wear Personal Protective Equipment (PPE).
- Ability to travel to other sites occasionally.
