Job Summary & Essential Functions:  

The Manager of Export Compliance will have day-to-day responsibility for developing, implementing and managing Ducommun’s (i) export compliance program, including compliance with the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), and (ii) Department of Defense (DoD) security compliance program.  The manager will also monitor changes in ITAR, EAR, and DoD rules and regulations, and will work with other functional groups within Ducommun to ensure compliance with applicable requirements. 

  1. Ensure compliance with U.S. Government,  and Ducommun Corporate regulations, rules, policies and guidance on international business

  2. Serve as the Empowered Official and coordinate import/export activities and compliance issues at all Ducommun performance centers

  3. Create, maintain, update and train export/import compliance policies, procedures, guidance and internal control programs

  4. Establish and maintain:  Export/import centralized files and databases of approved licenses; All documentation required for Technology Transfer Control Plans; and records of data released pursuant to licenses/agreements

  5. Determine licensing and commodity classification requirements applicable to DCO business activities

  6. Prepare all license request applications for ITAR and EAR-controlled items, and submit applications with the appropriate agencies

  7. Prepare Commodity Jurisdiction requests to State Department for all business units

  8. Provide or oversee export compliance training for employees

  9. Ensure Company’s compliance with all requirements of exports licenses, conditions to agreements and Technology Control Plans

  10. Act as primary point of contact with the U.S. Departments of State U.S. Department of Commerce and U.S. Customs on all import/export issues

  11. Screen foreign visitors against Office of Foreign Asset Control sanctions lists and approve foreign visitor requests

  12. Screen third party vendors and others requesting access to Ducommun’s FTP servers

Required Skills & Qualifications: 

  1. Must have an attention to detail with respect to application submittals and document preparation

  2. A self-starter with the ability to work independently

  3. Proactive problem resolution skills

  4. Experience in interacting with senior management, government officials, international/domestic entities and freight forwarders

  5. Experience with implementation of internal export compliance program as well as training in export awareness

  6. Must have strong interpersonal skills, excellent written and verbal communications, and be proficient in MS Word/Excel

    Required Experience/Education/Training/Certifications: 

  7. BA/BS (Preferred: Business/Economics/International Trade)

  8. U.S. citizenship or permanent residency status required (This position requires that you have access to data and technology that is subject to the International Traffic in Arms Regulations.  Applicants cannot be hired unless they are qualified to have such access.)

  9. Must be familiar and current on primary U.S. Government import/export regulations to include the U.S. Department of Commerce's Export Administration Regulations (EAR) and the U.S. Department of State's International Traffic in Arms Regulations (ITAR) with skill to research regulations, when required
